and pricey, but just for its historical significance, Old Ebbitt Grill is worth a visit. Great whiskey menu. Just around the corner from the White House.
If you are down there to see the sites and want sit down for a good bite and a beer before heading back to the sites - Elephant and Castle is the best and easiest IMO to the Smithsonians.
Old Ebbet is very close to the Whitehouse, if you are near there.
Gallery Place and Archives/Navy have decent food if you want to walk a little further.
The other recommendations are good if you want to get further away from the mall.
Bistro du Coin is awesome. The ambiance isn't the best but the food is amazing.
If you're in the neighborhood, I would also recommend Sakuramen for awesome, relatively inexpensive ramen, Tail Up Goat if you want some fine dining that might be a touch pricey, or Lapis.
Trust me. Steaks here are great. This location is run by the Lettuce Entertain You group, which runs spots in Chicago and has meat packing connections. They source from Consumers Packing. Seafood here is great too (it is out of season for stone crab right now, but get the king crab).

Apparently I was wrong and stone crab season starting Tuesday. Even more reason to go. Get 1 steak and 1 order of large or bigger stone crab to share for entrees (if just two of you). Do not order any stone crab below size large.

I had a massive ribeye.
because it was a work event I didn't check prices or anything, but the food was very good.
We didn't walk from the Mall, but I think it's close.
Second the Warf. Cool spot on the water with good restaurants.

If going to the Wharf, Hank’s oyster bar too.

It’s really nice inside and is “Raj-style.” Excellent service and food.

Rasika is great but it's has no bar scene and quite far from requested steak/italian slant.
