It's definitely some of both.
The line has regressed massively, but I see Barkley shuffling far too much behind the line of scrimmage. I understand there aren't always holes, but it feel like every single run he does it.
lack of production. Specifically, he pointed out that the jet sweep with Slayton got us an "easy" 6 yards the first time we tried it "and then we didn't show that look again the entire game." Diehl pointed out that the whole RPO, which suits Jones well, is based on forcing the D to make split-second decisions. When they guess wrong, we get a good opening. Basically, we're not setting things up for Barkley but running inside zone (again and again) and hoping he'll break one. Especially against a strong front like the Dallas D.
I didn't think he looked the same this season even before he was injured. I wonder if sitting him out the entire preseason had a negative effect.
He ran for 100 yards in the first 2 game. Averaged 7.5 ypc. I think he was just fine...
Yeah except he aggravated that ankle. And now he is struggling.
But it is the NFL and a RB. They okay hurt or they go find another career. It’s reason 1 why you don’t waste a top pick on a RB in NFL unless it’s a luxury your team is already pretty talented.
He is missing the elusive cuts and change of direction, big time. It doesn't help that Solder and Halapio have lost every battle at the LOS, either. But, Barkley doesn't look to form.

He is still hesitant at the line. There were holes there and he sees them a split second late. He tripped over Michael Bennet's foot on a play late that had a huge hole(I thought Bennett stuck a foot out to trip him.)
He is not hitting the holes quickly. I am not sure we need to run him through the tackles so much. We should be able to score TDs inside the 10 yd line with a generational talent. Shurmur does not help with the play calling. If you cannot establish the run with a back like Barkley even with this OL you cannot justify picking him at #2.
I understand how people get frustrated but part of this rebuild is figuring out if Shurmur can build an offense. He probably gets another year. I expected this board to explode after to losing to Dallas but it was expected. I just hope we beat the Jets.
2018 - 126 yards per game, 6.0 yards per touch, 22 touches per game
2019 - 105 total yards per game, 5.6 yards per touch, 20 touches per game
Beyond the injury and partial game vs. TB impacting his stats you can pick your reason as to why he's been slightly less effective, it's probably a combination of a few - teams game planning differently, not having Beckham around to take attention away, playing from behind a ton, playing with a rookie QB who has limited possessions with frequent turnovers.
IMO the bottomline is that the offense to this point hasn't been as good this year (19 ppg) as it was last year (23 ppg) - especially the back half of last year. I put the lack of progress in general squarely on the shoulders of the coaching staff since making progress is their entire responsibility. Yes they are playing a rookie QB who has made mistakes but he's played very well and a lot of the mistakes he's made are the result of other's mistakes.

Still ignoring the playcalling, which doesn't utilize Barkley very well or help get him into a rhythm.
