I personally don't think it's that simple. Hindsight is 20/20 and all that. He was trying to make it a 2-score game, and maybe he just has trust in his kicker, or trusts his defense (i.e. was betting if they made that the Chargers couldn't orchestrate 2 scoring drives against his D over the last 1.5 quarters of the game), ... or he doesn't have trust in his short-yardage offense, etc. Either way, he knows his team better than we do and I have no problem with coaches sometimes going with their gut rather than analytics all the time.
I thought he should have went for it, but the raiders had netted 156 yards at that point and the defense was responsible for half their points. FWIW, bolts responded by losing 15 yards and punting. I'll give Gruden and Mayock credit. People thought Gruden was washed up and made insane decisions. They also turned on Mayock and he is suddenly viewed as a guy that can't evaluate talent. They are fielding a very competitive team
