Are our doctors too sensitive to the diagnosis so we have a high false positive rate? or do other teams have false negative rate? Or is just the number high throughout league.

The data you cite is from 2013 forward. I share the OPs observation that this year the team has an extraordinary number of players in the protocol; regardless if this is good or bad.
