Bengals aren't passing up a franchise QB. Just dont see it. If they really thought Finley was legit they'd be sticking with him the remaining part of the season.
Their OL has been poor this year, especially not having their top pick - LT, Jonah Williams - out all year. So benching Finley for Dalton is less about Finley and more about trying, desperately, to get Zach Taylor his first W as a HC.

The Giants should then auction off the #1 overall pick to the highest bidder looking to take Burrow. The Giants will drive the price up and eventually settle for whatever the Bengals give them, which will still be a mini-haul just to move from #2 to #1 to make sure they get their franchise QB. Giants take the extra picks from Cinci AND draft Chase Young at #2. Perfect scenario to set this team up for a rebuild with a new coach hopefully.
