Cannot reward a defense for a targeting penalty that probably momentarily knocked Cook out. I can see what you are saying, but if you are going to call targeting penalties, you cannot let the penalized team benefit from it.

On the face of it, if you allow the defense to target players and only get a PF when the penalty likely knocked Cook out, then you are granting the defense a huge gift.
I think players should be tossed for targeting like they do in NCAA.
