End of the first half, 4th down, the Eagles run out their punt team. When they line up, they switch and run out the offense to make it seem like they are going for it. Essentially, Pederson had not intention of actually going for it, but knew that Shurmur was going to have to bang a time out to get the correct personnel out on the field.
This is the second time this has happened to the Giants in the last few weeks. Does this team not practice or prepare at all during the week? When mistakes are made, are they not corrected during film sessions?
Fast forward to the end of the game, same situation where the Eagles have a 4th down and you can see Shurmur not calling timeout because he actually thinks Pederson is going to go for it. Pederson knew exactly what he was doing with having his offense hang around before sending out the punt team. Shurmur then wastes an additional 20 seconds before calling the TO. Not saying Eli would have led the offense downfield, but you get the ball back with 40 seconds and a TO, maybe, just maybe you can get in FG range. Pederson played that perfectly.
It is amazing what good coaching can do in these instances. Pederson knew exactly what he was doing and was playing mind games with Shurmur.

has a unique talent for losing. Seriously. To go up 17-3 on a team struggling in bad weather, with no WRs, and come out in the 2nd half and do NOTHING? And have a defense that can be completely counted on to wilt? No not make 1 freaking play? Twice Ogletree had Wentz dead to rights for sacks and both times CW got the pass off. Beal getting handsy on 3 and 10? Leaving a TE open at the goalline, the best player on their O? Eli with the overthrows. The play calling? Leaving 1:30 after a failed game winning "drive" which never saw us get the ball to SB? We have Tate, Sheppard, and Barkley and cannot get more than 1 first down. In a half. Against a team with a losing record, not some good team. A flea flicker called at a weird time, and in which our LT give up a pressure so fast the QB is getting hit as get gets the pitch? We give help to our LT and he's still getting destroyed? Jackrabbit faked out of his jock? This team is just. so. bad.
Pederson and his coaches saw this on film and tried to exploit it. Worst case scenario for Pederson, he takes a 5 yard delay of game or has to call a timeout himself.

Ray, that is kind of my point. Pederson was in Shurmur's head from doing this same thing earlier. Pederson just wanted as much time to run off as possible to force the game to go to overtime.

You are right, Pederson was all set to either call the TO or just take the delay of game and Shurmur did him a favor by calling TO.

Not true. Against TB in 2012, Eli threw a pick six with a few seconds left in the first half. After that, TC would at times sit on the ball and people would complain about it.
That was the decision PS made last night. He didn't want the time for the Giants offense to make something happen deep in own territory with limited time. He wanted to take his chances in overtime.
You can disagree with it but it is not true that he let the time run because he necessarily thought Eagles were going for it. Not wanting to give them a free TO in case they did was just another reason not to call the TO.
PS finally called the TO so Eagles would have to punt and there might be a screw up. No punt block play because don't want to risk running into the kicker on fourth and one.
There was no indication with the way the second half was going that the offense was going to do anything. You would think that maybe changing to a hurry up might have mixed things up a little bit.
If Pat was playing for overtime he had to have in the back of his mind that if he loses the toss, the Giants might not ever get the ball back (which ultimately ended up being the case).
