The job is really desirable if dolan steps away and lets the person do his job, problem is is dolan going to step away..
That can all be negotiated and agreed upon before hand prior to taking the job. Have it written in stone in the contract and give him an out if it is not honored. And if you are Dolan- do you have a choice at that point but to agree?

So while we are the Knicks and we are a total joke, if we can lure some smart roster builder in here they can turn things around relatively quickly if left alone especially with another top 5 pick coming next draft.

Its unclear if this is because Phil didn't want to or wasn't allowed, but Jackson didn't revamp the front office. In fact he only hired one person- Gaines, and the rest of the front office was unchanged. I do think this was more that Phil didn't know how to build out a front office or want to put the effort in to do it.
But Griffin also wanted full control of the front office and to fire Mills and was denied...

I mean that he may not need the Knicks or any singular team, but he can and will use them all to get the best deal he can get. I'm not deluded enough to think the Knicks job is anything special other than an ungodly check written by possibly the biggest douchebag in sports ownership, but the media fueling this as Durant part II plus that ungodly amount will be part of the leverage equation regardless of the nonexistent reality that he'd want to come here. The media will undoubtedly make it seem like it's close at the 11th hour and the Knicks will wind up with egg on their faces.

FWIW, Marc Stein said that Phil wanted to fire Mills and overhaul the medical staff, but was overruled on both by Dolan. He was also alleged to have planned to visit KP in Latvia to iron things out when he was fired.
