I think he does. He didn't really go out of his way to compliment any individual player or unit. Yes, he said we have talent in the locker room. But he didn't really go out of his way to compliment anyone, really.
This definitely seems like someone Judge would love. The O-Line needs more talent for sure, but if they can get a coach to come in and clean up the groups technique and help design blocking schemes that play to the players strengths I think we could see a jump from the group thats still on the roster in 2020.

But in 2018 the Cowboys were 31st in fewest sacks allowed. Houston was the only team that allowed more. In 2019, they were 2nd in fewest with the Rams only allowing fewer. That's 33 fewer sacks in 2019 than 2018!!
Travis Frederick missed the entire 2018 season. Connor Williams was a rookie; he was so bad he got benched halfway through the season. They had to use him later when Zack Martin got hurt. Martin has missed just two games in his career - both in 2018.
Tyron Smith was also banged up that year; but at this point that doesn't really distinguish 2018 from most other seasons.
Colombo took over after 7 games in 2018. He inherited Frederick missing the season and Williams' rookie growing pains. More notably, he had to work around Smith and Martin getting banged up in the second of that season.

2018 was an aberration for the Dallas line and would have been a mess (at least in terms of pass-blocking) no matter who was coaching them. They reverted to their norm in 2019, and may even have improved a bit on their 2015-2017 level. I can see giving Colombo some credit for that, but the comparison between 2018 and any other year is somewhat apples-and-oranges because of Frederick's total absence and some other anomalies. It seems logical that pass protection was the place where they would miss their All-Pro center the most.

Colombo joined the Dallas staff as assistant OL coach in 2016. How did he help acquire Smith (2011), Frederick (2013) and Martin (2014)? Even La'el Collins preceded him.

Well, coming in during the season doesn’t mean they immediately start to implement his plan and ideas from the get go. I’m sure it takes a while before you make that complete transition in the way you are doing things. He obviously didn’t have a preseason to work on this and instill it to his players, so it was a live on the job transition that had to be done.
I think you would agree that this transition would take up to 4 weeks to move out the old and bring in the new. It isn’t something done overnight. So weeks 7-10 were weeks the players were both getting, implementing, and feeling better about the new ways from the new sheriff in town. I’m just guessing these weeks, but I bet weeks 12-16 were much better than weeks 7-11.
Dallas reduced their sacks per game from 3.86 to 3.33 when Colombo took over in 2018? Maybe he had an impact, or maybe Looney just got settled in a bit and the line calls improved. Maybe they just faced the fact, after nine more sacks in losses to Washington and Tennessee, that Connor Williams needed some time on the bench.
the "red flag" with Colombo is his "limited" experience as a coach plus the Cowboys willing to part ways with him.
I have no idea who is better. I wanted Callahan but that was mainly based on name recognition and his resume.
If nothing else, coming from Dallas and their all pro OL, Colombo will be able to give an objective assessment of how good (or bad) our current personnel are, and what needs to be done to be dominant.
