#Chiefs QB coach Mike Kafka will stick on Andy Reid’s coaching staff in 2020, sources say. The #Eagles had interest in Kafka as an OC candidate but they’re aware Reid isn’t letting him go. No official request so he technically wasn’t blocked. Possible he gets a new title in KC.

Yes. OC and DC are no different than any other position coaches. Only HC is a true promotion.
It's essentially HC, and anything else. Unless you're moving from anything else to HC, it's not considered a promotion, meaning you have to ask permission.

They changed this rule a few years back. Before it was Position Coach - Coordinator - Head Coach. Now it is just assistants and Head Coach.
Most coaches don't block position coaches from promotions to coordinators, and I think they do it for two reasons: 1) it's not really the right thing to do; and 2) they look like jack wagons, which may hurt their ability to recruit position coaches in the future.
Reid may be doing this for a couple reasons: 1) he may still feel burned by the Eagles for what transpired; and 2) he assumes that he will lose Bieniemy to a HC position in the near future (he has already endorsed the guy to be a HC), and Kafka may be who he has in mind to succeed Bieniemy.

After teams tried to use Assistant Head Coach to get around permission rules NFL changed its policies on this
Every HC in the league has probably blocked assistants. Coughlin did it with Peter Giunta one year. Belichick of course has done it. Zimmer did it with Stefanski when Shurmur wanted him. On and on.
We got Spags back in '07 only because Reid had blocked him the year before and promised he'd let him take the next DC job offered.
HC do have to worry about alienating their assistants and keeping them motivated. That's the only reason you see so much movement.
He probably thinks Bieniemy is a gone soon and wants Kaffka as his OC in waiting
