it's Rivers. And if I were a FA QB, or a soon to be rookie coming into this draft, I'd be drooling at the thought of playing on that offense. They are pretty stacked.

I don't think Rivers had much of a say in the decision.
"Hey, Phil, we're not going to re-sign you."
"Okay, I agree to that."
Winston is a turnover machine to be sure, but he also threw for more yards than any other NFL QB last year (5,109) and he just turned 26 last month.
I seriously doubt that the Bucs choose the soon-to-be 39 yr old Rivers over Winston.
