it's Rivers. And if I were a FA QB, or a soon to be rookie coming into this draft, I'd be drooling at the thought of playing on that offense. They are pretty stacked.

I don't think Rivers had much of a say in the decision.

Winston is a turnover machine to be sure, but he also threw for more yards than any other NFL QB last year (5,109) and he just turned 26 last month.

I seriously doubt that the Bucs choose the soon-to-be 39 yr old Rivers over Winston.
Interesting spots for Rivers would be Chicago or Tennessee.

Neither are likely to be in play for the top 3 QBs, but Rivers might be an upgrade over what they've got, and both teams are in win now mode.
