He wasn't his all pro self last year. Two years for an olineman to get back to previous level after something like that. At his age, and his new found perspective on his health, I'm sure it did. At his age he probably figured it wasn't worth it and he's got money.

It has also come back after time to a much lesser degree.

I’m not a GM and I don’t know what would be considered the Very top salary for tier two QBs but I’d make him highest paid of tier two of QBs. And if he wanted to walk, I wouldn’t blame him. Because there is probably some bottom dweller team with an owner that knows they aren’t gonna win so he can make money selling jerseys on the “hope” that the GM for the cowboys got it wrong by letting him walk.
I think in that case Dallas could either grab a stop gap qb like Cam (maybe not him specifically but someone of that stature that can be had for cheaper but has some pelts on the wall) and then think of a way to get my hands on Lawrence next draft.
And hell, they could get lucky and someone like Tua could fall unexpectedly and they could snag him up and make a go of it right now. Also if I were calling the shots for Dallas and let Dak walk, which I would
If he wanted to be the highest paid QB, if grab Fromm. I think Fromm could do exactly what Dak is doing now but with some obvious growing pains. I also think Fromm could turn out to be legit and they could have him on the super cheap for 4-5 years.
But to answer your question, top paid tier two QB. Otherwise I’d let him walk. I don’t even know if I would’ve franchised him at this point since the coaching staff is gone and he’s bound to have some set backs with MM as his new coach. Unless it turns out that MM really was the creator of Rodgers and not vice versa. Who knows.
