I'm not so sure it's Teddy, but the scene where Delores was talking about how important the mind in Tessa was, and how she couldn't live without her.
On the flip side, I think it could also be a clone of Delores. Meaning she split the Wyatt side out of her, and put it in Tessa Thompson, thus the innocent vibe, that lead to the lethal ruthless killing of the pedophile.

Teddy is not confirmed, there was a scene that definitely hinted it was Teddy.
