I am desperate, I have downloaded my old iTunes library to my new computer (Dell Laptop); I can play it in iTunes but it has a dotted cloud next to it. So whenever I try to transfer it to my phone I cannot get it there. I may have googled this 1000 times without success and was wondering if anyone had any suggestions. In particular I have downloaded dozens of concerts from the Springsteen Live official site and cannot get then from my iTunes where I can play it to my phone (on my phone I get a cloud with an exclamation point through it). It shows up on my phone but the file is not there.
Longshot anyone knows, but I am desperate! Any help would be appreciated

thank you for the suggestion, but that is a different cloud where you can click on and download it. My cloud is a dotted cloud that you cannot click on to download
You use data or wifi this way (playing your music from the cloud) and like Giantology said you can only play the songs without wifi or cell data if you physically download the song to the device.

Sorry - read your OP too fast and realized you said there is a cloud with an exclaimation point on it. According to Apple, that means:
The song file is corrupt or there was an error uploading the song. Choose File > Library > Update Cloud Music Library to resolve this. If updating doesn't resolve the issue, try importing a new copy of the song into your music library.

Not sure this is it, the songs play on his computer.
Can you post a picture of what your itunes library looks like?

load the picture/screenshot to imgur or a photo hosting site. It only takes a second. Or maybe Jim's link will help, but since the songs play on your computer I think it may be something else.

That dotted cloud indicates that the song is waiting to be itunes matched.
I've heard that can take a while with a big library.
But also maybe upgrade from itunes to music.
The weird thing is that I bought a couple of downloads to see if it would work (after I failed transporting with the Zip drive from my old computer) and it works fine in iTunes. I just can’t figure it out. It is about 500 bucks worth of shows, but I am getting close to just saying f it and buy them over. I would hate to admit defeat, but this has gotten me good!

did you try and update itunes match from the store link? Even if it's not on apple music it should check and change that dotted cloud to a different symbol to something that indicates a match or not.
the dotted cloud indicates that itunes match hasn't even run yet.
