Protecting a fricking space ship that just landed in the ocean and has potential toxic fumes coming from it absolutely falls under the umbrella of their responsibility. THey have a responsibility to not only protect the space shuttle and Nasa/Space X employees but also protect the people on the boats racing to the site. It could potentially be very dangerous for those people even if they are not there to commit any crimes.

The US Coast Guard's primary duty is protection of our borders, catching drug runners, and ensuring vessel safety within US waters. This happened out in international waters.

The US Coast Guard arrests people conducting illegal fishing in international waters all the time. The US Coast Guard has the most far reaching "policing" powers of any US agency as told to me by a USCG Captain who commanded one of their high endurance 378 ft cutters.
Remember USCG is now DHS not Treasury Dept since just after 9/11.
