Or practice squad, that will be a nice infusion of young talent for the future. Two of the LBs need to add bulk and at least one (Crowder?) needs experience.
I hope there is a consensus among teams about moving players to each team’s practice squad, before raiding the Other practice squads for prospects.

There’s a huge difference between minimum salaries for roster players vs. those on the practice squad. Just locking a player onto the practice squad for a month when another team wants to sign him could cost the player $100K. There are ways to make the players whole, but it could be pretty complex.

Just that teams should be able to move players initially to their practice squad without them being picked off by other teams. ...you still have the same issue after he is signed to the practice squad. Players on a practice squad are free agents, with the sole restriction that they can’t move to another practice squad without obtaining their release.
Eliminating the waiver step would just hurt teams like the Giants that have favorable positions on the waiver wire.

The 49ers had already played one game when they tried to move Smith from the roster to the practice squad. Your point does not apply to the movement of draft picks released before the season.

The "unwritten" rule is in regards to developmental QBs drafted by a team. Jon Gruden spoke about it, there is a consensus among GMs in the league that if you draft a developmental QB and stash him on the PS, no team will take him the first year. Now this was spoken by Gruden quite a few years ago, things could have changed
