As discussed in the NJ thread, that's a far cry from what places really need to survive, but it's a start, and particularly as the weather starts to make outdoor dining less appealing, will hopefully help places hang on until a fuller re-opening is permitted.
Note, this is an announcement from the Governor. There's no mention of he and the Mayor having done this in concert, and I don't know whether the Mayor has the authority to disagree and restrict things more than what the guv is proposing.

Personally, I find nothing appealing about eating outside on an NYC street in summer, especially now with the filth and lawlessness. And I won't be going back to NYC for anything unless my job forces me too. There is nothing there that I need anymore, and it's not worth the expense or the risk to person and property to be bothered.

I'm thankful for my memories of spending time with family in Hell's Kitchen in the 70s. It's hard to believe how violent the city used to be.
And dining al fresco in the summer on Mulberry Street was great...before rents went crazy and squeezed out the restaurants there.

Most restaurants would see a significant reduction of outdoor dining in October just because the weather starts to get a lot worse. I couldn't eat outdoors at an NYC restaurant in November or December unless there was a freakishly warm day

Anecdotally, there has been an exodus of young people OUT of NYC to the suburbs. Until recently, this was a rather ordinary step, but in the post-recession years there were more young families than ever choosing to stay and raise children in the city in their 30s. Real estate in NY/NJ/CT suburbs has been on fire lately with this as a major driving force.
