he was active off the PS last game and now it's official. He had started games at CB for Graham last year and also spent a year on the Pats PS when Judge was there, and won some kind of 'hard worker in practice' award so he seems more likely to carve out a role than some of the guys they signed over the summer still hanging on for ST purposes.
Until he is ready to contribute? Right now, I would assume Gallman and Smith would make a better contribution than rushing any new face onto the roster.
Good God I hope they do better. How many chances has this guy been given with no results. And with a new offensive system in place under Garrett, you can't use that as a reason to bring him back. Move on.
Not with the new rules. You can take up to 2 guys off the practice squad for the 48 man gameday roster without subjecting them to waivers.

they should - they desperately need another body at WR. Let him get to 100% and bring back Coleman. He can help on returns too probably.
