I think Jets are on the hook for his salary this year so Bell can play for the minimum and likely would need to be feature back on a competitive team with an offense he can make a difference with.
Best guesses:
Chicago - not sure if he wants a time share with Montgomery
Rams - most likely spot. RBs are average after losing Gurely. This team can compete for the SB if he reignited a decent offense
Arizona - was a dark horse SB team who just lost chandler jones for the year. Very good offense and RBs have underwhelmed. Offense is made for Bell.
This has implication for fantasy as well as SB futures bets
I really disagree with you on the Rams. Darrell Henderson does everything that Bell does, is younger, and he's good enough. Brown, likewise, is a good, fundamental running back, albeit with a low ceiling, but an underrated feature of Brown is his pass-blocking ability. Akers, on the other hand, is the explosive back with the upside whom McVay has already indicated he wants to get more involved. I don't see Bell fitting in there, especially since those players seem to have bought in to their roles, where Bell hasn't at all shown himself to be a team player.
The other teams I think could take a flyer on him are the Seahawks, Texans, and the Chargers, with the Ekeler injury.
I'll have to now add in the Broncos, with Gordon's DUI, depending on what they are going to do in that situation. But I think that's the market for him. The Rams, no, I really don't think he's a good fit at all there.

Carroll has repeatedly taken chances on talented players with problems. That's why I included them. I mean, if Carroll signs Josh Gordon, he'll sign anyone he thinks will give them an edge, despite some undesirable traits, and I think it's because he knows he has a penultimate leader at QB who is adept at getting people on the same page. And if that doesn't happen, you're out.

Gordon has his demons but wanted to play football. Bell quit on his team...TWICE....involving 2 separate teams.
That said, Gordon is hardly the only example of questionable characters and problem children that Carroll has brought in.
