but I feel like you don't see teams looking to dump picks high in the second round for cash any more. You do see deals like that later in the second round....but that's where drafts usually become a wasteland.
Have a clear answer why teams trade/trade for the rights of players clearly not coming to the NBA ? Every year we see random 37 year old Euro/African players rights traded. Is there some sort of money exchanged by doing so? I never understood this.

Obviously not the case here but sometimes teams use rights because of the rule something has to be traded and you cannot just trade someone something for nothing (i.e., a salary dump) - more common is the top 55 protected 2nd for this purpose.
im going to trust this FO. So im guessing Rose has a reason for doing this now. Maybe UTA had another offer from a team, maybe this is part of another trade, maybe a team offered us the 40th pick for money and we figured we can easily replace 38, etc...

What if they did Hayward and their 3 firsts (with Hayward agreeing to an extension with GS) and took back Wiggins with #2? That's the only thing I can think of. Would probably also take a future first or two to get it done.

That was my thoughts too. Or, they literally did the math and know for (99%) certain a player they like will definitely be at 23. Seems far fetched but i guess it's possible?

I agree. In terms of why now, there could be several good (hopefully) reasons. After making inquiries, perhaps this was as low as they could get with the 27 and 38 and they didn't want to potentially lose the opportunity to another team as things heat up during the draft. It would imply that there are two players or more they are interested in and didn't want to miss out on by three places. Finally, there has been talk about the Knicks being willing to buy another pick. If so, it adds to the explanation of this move. Hope springs eternal.

But another possibility is that they viewed it as a "free" upgrade from 27 to 23 given that they view 38 as very replaceable with a purcha$e of an early 2nd rounder.

Maybe a trade like 8 + 23 to move up to No. 5 (and something else) could work if Cleveland likes that offer. Knicks seem to have some interest in Obi Toppin and Cavaliers have been projected as a landing spot for him in mock drafts.
