Question re: Offensive Line rotation

I'm not trying to resurrect the Columbo-Judge argument here, I just had a very specific question.

There are reports that Judge wanted to implement a rotation for the guards and tackles and that Colombo was not implementing this the way he wanted.

Who is responsible for deciding which offensive linemen play in any particular play and where they line up?

I assumed that this was the responsibility of whoever calls the plays (ie Garrett). After all, I doubt that the WR coach decides which WR plays in a certain play, the RB coach doesn't decide if Morris or Gallman or Lewis is in the game, the TE coach doesn't decide if Engram or Smith or both are in for a particular play, but rather these are all Garrett's calls. Wouldn't this be the same for the OL. or am I mistaken?

But I think right now the intent is to give all the players some burn so that they all can develop and be productive and proficient under any scenario.
For WRs it depends on what the coaches discussed.

There are obvious personnel groupings where you can say key words like HEAVY OR QUICK. one work we used in college was RABBIT. This can definitely be called by the OC within the play call. However, players take themselves off the field quite often so the positional coach needs to be on point with what is expected.

As far as the OL goes, that is different than the WRs as they aren't coming on and off play to play. They seem to go more series to series. The OC has a lot on their plate with calling the plays and doesn't have time between plays to notice all these things and call the plays in a timely fashion.

Judge and Colombo had to have their rotation ironed out prior to the game. With how detailed Judge is I find it hard to believe it wasn't. So, one of two things popped into my head. One, Colombo did purposely not listen to Judge. Two, this is made up by the press. I tend to lean more towards number 2. As a HC it is easy to see that the rotation didn't take place but all that takes is a simple comment by Judge into the headset to say Hernanez should be out there so I want to see him out there next series. No way a whole game goes by before that is noticed and addressed. And this also doesn't make sense because the OL has started to get better overall with the rotation. Colombo is the OL coach and has a good relationship with his OL it seems so why wouldn't he want all his guys getting playing time? This whole thing sounds made up to me with respect to another reason they had a falling out.

different wide receivers and tight ends play depending on the set. Offensive linemen are different. Usually you have your 5 starters and thats it. I am sure that judge had some kind of plan going into a game as far as how many snaps he would like the backups to get in the game.

Garrett is calling the plays and talking with Daniel Jones during the game. He does not have time to worry about which Offensive linemen are playing.

Judge is managing the game. He is looking at what the offense and defense is doing. Communicating with the coordinators. He can't devote a lot of time to micromanage what offensive linemen are playing and when.

Columbo was and should be responsible for substituting the players. It is not that hard to send out lemieux to replace Hernandez or Zeitler. Peart to replace thomas or fleming.
It is discussed and decided in committee

And I would think the position coach has a major say,...as he knows the players the best.

Bottomline, the player decides....if Peart couldn't handle rotating.....it wouldn't be done

if the head coach says he wants this than he has the say. If he lets you run it than you have the say. You better listen to the head coach or you get fired. If they don't listen to the head coach like in any business you get total chaos.
he's clearly trying to get these kids some experience and build

their confidence. SO rather than throw them all to the wolves, and get his QB killed, he's working them in a little at a time, giving them more and more work if they show they can handle it. I doubt this will be a permanent thing. And with Zeitler now concussed, and a bye week of extra practice/teaching, I wouldn't be surprised if Peart and Lemieux get the bulk of the snaps from here on out.

Judge was also developing options for when the Pangolin bit, as it did with Pearl. The rotation now gets more complex ... Hopefully Pearl will be ok, Zeitler has been playing very well and helping Gates develop, Lemieux needs reps and they now have Murphy to add to the mix. But, this is a really good problem to have ...Assuming the Duge hiring doesn’t screw it up, the OL is finally going to be a strength of the team.

Any coach knows that cohesion matters when it comes to Oline. So why would Judge call for rotation? Obviously because he's building with an eye on something bigger. It seems the conflict with Columbo was inevitable. If he can't get on board, throw him off the train and bring in someone with a ticket to where the train is headed. That's exactly what Judge did.

with what's above and add that because it's not a normal thing to rotate young guys into the line, I would think Judge has some say in when to do it. If things are working well, and you're about to start a drive deep in your own end, or it's a drive you need to take the lead, etc. he may or may not want a rotation right then. I'd imagine it's kind of thing where he per-discusses a general plan (e.g., let's try to get Peart in for 2 series per half, for example) and then says to Judge check with me before doing it. It could just be Columbo never bothered to make sure the rotation happened.
