I guess they could reschedule both of next weeks games to Tuesday and the following weeks games to Monday. The Dallas-BAL game was already rescheduled to Monday due to this anyway.

If I understand this correctly, the big difference is that the Broncos were short at QB, but the Ravens may not be able to field a full team and haven't practiced in a couple of weeks. The Broncos at least had the full 48 guys. The alternative with the Ravens is probably to forfeit and the league really, REALLY doesn't want that, for a bunch of reasons.

I think the difference is that Ravens have had new positives every day, so it's a safety issue. The Broncos "outbreak" was limited. It's a player safety issue, not a personnel issue. So the NFL doesn't actually care how short-handed the Ravens would be in their game, as long as they believe the outbreak has been contained and the two teams can play safely.

The NFL wouldn't care if the Ravens had 20 players out, but they need them to stop getting new infections for two days.
Where they seem to have buckled to the Ravens is that they've moved the schedule to give them the ability to practice, supposedly under threat of a wildcard strike by the Ravens players but that appears to be just rumor.
