1. I do not think a fumble into and out of the end zone should be a touch back. It should go back to the spot of the fumble and awarded to the offense. No different than if he fumbled forward on the 30 yard line. They would bring it back.
2. I really do not like the helmet to helmet penalties. I have seen quite often that the offensive player is the one who initiated it OR he suddenly moved his head creating the contact. Throw the flag if it seems to be vicious and intentional, but that's it. Guys are playing football and you ARE going to have the occasional contact with helmets. Just look at the line of scrimmage and see helmet to helmet contact all day long.
It's too punitive to the offense. Give the offense the ball back at the twenty. Don't reward the defense.

It only distorts the game because the offense fumbled. It should keep people from stretching out, just like a QB keeper where they extend the ball - if it is fumbled, the defense likely recovers.
For once, the offense can actually bear some burden. Extend the ball? Take a risk. If it doesn't pay off, you lose possession.
And that's also why Belichick doesn't want his players extending the ball like that.
