The Japanese government has privately concluded that the Tokyo Olympics will have to be cancelled because of the coronavirus, and the focus is now on securing the Games for the city in the next available year, 2032.
According to a senior member of the ruling coalition, there is agreement that the Games, already postponed a year, are doomed. The aim now is to find a face-saving way of announcing the cancellation that leaves open the possibility of Tokyo playing host at a later date. “No one wants to be the first to say so but the consensus is that it will be too difficult," the source said. It's a combination of 1) Tokyo not wanting to bear the continuing expenses of gearing up yet again, which goes beyond having the physical facilities in place, and 2) other venues for the various sports around the world wanting to get on with their scheduled events.
Example: the 2022 World Track and Field Championships will be held in the United States for the first time in a stadium built for the purpose in Eugene, Oregon.
In 2023 there will be a World T&F Champs in Budapest.
It's a similar story in the other sports. The time when athletes waited four years to compete in the Olympics is gone.

Putting an olympics together takes more than just athletes. It’s thousands of personnel along with it. It also requires infrastructure beyond just where they are sleeping and if they have a spike in cases where do they go?
They can probably figure something out but it’s risk/reward and not as cut and dry as you are making it.
Possibly, but I think the Japanese are better at cleaning things up.
