The video linked below is a bit long, but shows you how this kid has a "different" speed and agility on the football field...ala Mr Hill...unfortunately Jaelon Darden also is the same size as Tyreek...even a little smaller, but he is a dynamic player! He will never be your main target, but in the middle rounds he provides tremendous value for an offense.
Plus, he is a punt returner and ready made for special teams...this dude will be a weapon on ST alone, and bring speed and play-making to your offense. You need to have the right Offensive coaches that will make him a part of the game-plan without his size being a limitation... best case scenario is one where he is paired with a true number 1 receiver with Darden free to make plays in one on one situations.
He scored at least one touchdown every game last year....19 TD's in total...he is a weapon that will scare opposing D coordinators because he is FAST and almost always makes the first guy miss...watch the highlights and see what you think.
He is small and played in C-USA (low level D1) but that's what pushes him into the middle rounds, and we could end up with a steal in the 4-5 rounds (I know we have no fifth, just for value sake)

Whenever I see players with this type of speed, especially a player from Houston, I wonder how he didn’t end up with University of Texas, Baylor, Texas Tech, Oklahoma, etc. Those teams have had plenty of short fast WR’s in the past so the size thing isn’t really an issue. I wonder if he had academic issues or something because it’s hard to believe based on this tape that a larger program wouldn’t recruit him or that he wouldn’t have had transfer opportunities.
Gadget players like this are fine if we add a bigger receiver as well. I think the OP is looking at this player as a complementary mid round player with upside. Not the solution to our #1 WR issue.

Toney isnt making it out of round 1 and he can’t be the pick at 11. Waddle is closer to hill than toney. Toney start and stop ability reminds me exactly of Dante hall. Just remarkable.
Don't you think Pettis got this chance and came up short? I don't think he impressed the coaching staff, or he would have gotten more opportunities.

No I don't think he came up short. When he got a chance he performed. I have no idea why the staff was wedded to slow, poor decision making, fumbling Dion Lewis as KO returner.

Rondale Moore, Elijah Moore, Tutu Atwell, Jaelon Darden, D’Wayne Eskridge... some teams will see them as their Tyreek Hill. Some will be more like Sinorice Moss. But which ones?
Tyreek Hill, I don't know. But I think he's got a real shot at some NFL squad.
I wish video producers wouldn't speed up the video to make it look like he's even faster. It has the opposite effect. In what is obviously real time, he's quick enough.
I think he may be even smaller than listed, but despite that I see a smart player with a lot of tools, not just speed. He's got hands, sees the field beautifully, and always seems to make the smartest play, even if that means going out of bounds to avoid a kill shot. But he's plenty tough when the situation calls for it.
On a squad with decent receiving corps, he'd be icing on the cake. But the problem is the Giants don't have one. Ideally they'd be willing to spend a 1st for one of the top WR in the draft, but if not, there are some larger likely mid-round receivers who would better compliment the roster.
Unlike many, I like Shepard who I now consider a very solid and potentially productive pro. But he'd probably be more productive playing primarily from the slot, with more pieces around him. Some WR's who could stretch the field better, would make everyone more productive.
But hell, if this kid was there in the 6th or 7th, I'd be sorely tempted. An UDFA? No brainer!
