Also In don’t think Shepard is going anywhere. Injury prone? Maybe. Only reliable option at wr on the roster right now though.

The Engram Gomments.... let's recognize that most of the good offenses today feature multiple TE weapons. Today's defenses are weighted toward covering space... big Bodies in Midfield Vertical Seams are evry valuable.... Engram can be a useful and reasoinably priced "part" in an ensemble. He doesn;t need to be whatever we wished he would be.... a more consistent version of himself, with an added cast might be more effective than starting from ground Zero
Remember, Mara stated at the end of the year presser that they need to give Jones weapons. I don't see that reflected in your plan.

Tommy Tremble is a mid-round prospect, and should be long gone by the 7th.
I don’t love the idea of drafting WR’s with the 1st and 2nd round picks.

Bingo. And the starting guards would be Lemieux and Hernandez. It makes you wonder what game people are watching. With those 2 starting on the OL they better plan on a good backup quarterback as Jones wont survive the season.
Love the improvements the OP did to the OL. Maybe he could suggest to also cut Hernandez, Thomas, Peart, Gates and Lemieux and pick up some fine walk-ons as replacements.

I am not concerned with the cap. A guy playing ANY position at a pro-bowl caliber level (which he was) is worth $2 M. Someone who can down the ball inside the 10 yard line, saving 20 yards, or keeping a punt returner from a 10-15 yard gain is worth $2 Mill. If he doesn’t play at that level when he returns, then you cut him loose.

I'm sorry, but that's just not correct. Special teams aces are readily available on veteran minimum contracts and rookie deals. The marginal value of paying retail price for a player who is exclusively a special teams guy and isn't one of your three primary specialists is so limited that he had better be legendary good. Like Devin Hester or Dante Hall on returns level good.
You just don't gain enough implied win probability from a gunner to justify spending more than you have to.
