Do we trade Shep? Both of those prospects project to work from the slot.
Shep did play outside more often than not since Tate was signed. Tate took over the slot role. But it seems like Shep does his best work inside and it'd be a waste to try to make him an outside guy when he's best off in the middle.
That said, we still don't have great depth at WR. Does it make sense to draft a Waddle or Toney and then look to move Shep next year, after the rooks get their feet wet and we address outside receiver early in next year's draft?

Maybe that isn’t saying much, however. It is safer on the outside.
The only way there's a solid trade market for SS is if he plays 2021 entirely healthy, and if he does manage to pull that off, a large chunk of the fanbase will lose their mind for trading SS once he finally proved he could stay healthy.
Such is the challenge of navigating the POV of WFAN callers.
Let’s worry about this season first.
Instead of upgrading X/Y WR we should be targeting the slot. If we do not nab Waddle at 11 then it would be great if we could target Rogers from Clemson or small school standout D'Wayne Eskridge. That way we have our new slot on the roster if Shep decides to retire or walk at end of season.
A third or better?
I think maybe readjust your sights. A pick or not is more like it. No chance that Shepard gets a day 2 pick back. He turned 28 (so he's not old, but probably is as good as he'll get), has a contract that, while not at all an albatross, isn't a crazy bargain either (and contains $4.1M in guarantees this season), and he has a significant concussion history.
Shepard is definitely worth more to this team than he is on the open market - I think there's a very reliable role for him in this offense, but I also think there would be absolutely zero trade market for him.
