Free agent losses are balanced against free agent gains. The Giants signed a lot of free agents and spent a lot of money. Their losses were much smaller, even if Fleming had met the deadline.
Why??? The same reason why guys like him get signed all over the league....injuries. Broncos lost their starting RT....again...a few weeks ago. They had virtually nothing at the position and were scanning the league for any RT with starting experience who could actually function. So they did what they had to do. If James had been hurt prior to the draft, might have been a different story.
P.S. The real answer is no because free agents signed after the draft are not part of the comp pick calculation

You mean compensatory! Every time I read the word “complementary”, I think of McAdoo and his “complementary football”.
