This documentary was made in 2011, but if you're a Star Trek fan who's never seen it, it's definitely worth watching.
My guess is that most fans who grew up watching the original series will rank Kirk as their favorite. If TNG was the first Star Trek series you watched, odds are Picard is your favorite. For me, it's Ben Sisko, and always will be.

There's a YouTuber whose name escapes me now who did a breakdown of "Chain of Command, Parts 1 & 2," and concluded that Jellico was a pretty good Captain, and that Riker acted pretty much like an insubordinate asshole when dealing with him. He made a pretty strong case.

As a former ship's Captain yourself, I'm sure you can understand and approve of the change in landing party/away team procedures from TOS to TNG (which was writer David Gerrold's idea). The Captain remains on the bridge while his exec leads the away team. Why they then tried to force-feed Picard into the Kirk-like action hero role in later episodes of TNG and into the movies was always a mystery to me. The height of this insanity was the 60+ year old Picard blasting through Reman soldiers like "crap through a goose" in Star Trek: Nemesis.

Funny you say that - even as a kid I wondered why Kirk would take himself and Spock off the ship and either leave Sulu or Scotty in charge. Of course, it was a top heavy TV show so the stars had to go away and get in trouble to build drama.
We, in real life, either have the first officer or chief engineer do those sort of things. You would rarely have the top three put in a "dangerous" situation, although I did like to inspect tanks. But if I went with the chief engineer, the first officer did not go. Somebody has to be there to give commands if the poop hits the fan. Later on, there were procedures set up to be followed on who did what and where they did it.
I think we have to acknowledge that the drama on TV/Movies is different then in real life.

The actual content of the shows helped too. The original ST was more of an adventure show with some big sci-fi ideas thrown in, which is more in my wheelhouse. While I admire and respect TN-TNG, I got a little tired over every problem getting solved with a tachyon pulse or a visit to the Holodeck. The less said about the other captains, the better (although I like Sisko too -- DS9 is just a different type of ST show though, so it's hard to compare).
No, it wasn't Shives, either. I'm familiar with Shives. Suffice it to say the only thing we agree on is pre-2009 Star Trek.

When I think of if I like one of the captains or not, I think of more the character than the actor. So if I like Kirk, I like the character Kirk as presented by both Chris Pine and the Shatz.
How do you have Pike so low? He's great! What a crazy story he has. Good crazy. Not Burnham crazy. I can't wait for the new show!
I like Archer as well, though he's pretty goofy.
Janeway is just terrible! Lorca was cool. In my imagination, Captain Sulu was probably really cool. Captain Garrett of the Enterprise C was good for her little bit. Does Commander Shran count? I'd put him in front of Archer in my list below.

Interesting to bring up Jellico. His character was incredible fun. I liked his character.
But this dude on analyzing this - imo is way out of line. His reasoning is is at times extremely flawed and at sometimes frankly laughable. I do agree with him Jellico is damn good. But listening to some of his comments it seems his criticism is in a vacuum. No regards for prior episodes/ past history. That all doesn't count apparently.
I just laugh - a but stunned for example when he makes a comment of "whip them into shape . . ."
I can't believe it. He's saying it with a serious face. SO the number 1 spearhead ship for any War - The Enterprise - with some of the crew there for many years. With a 2nd in charge guy that basically saved the world from the Borg. And the number 1 commander in the entire fleet I guess incompetent in his duties for not preparing his ship? And not to mention but I will the number 1 commander, Picard, tried to give him advice but he basically tells Picard to fuck off, --

And those ripping Riker while excusing Jellico were wrong.
He saved the Universe from the Borg. He's bene years on the number 1 lead-the-fleet spearhead Starship in case they were ever to go to war. Would have had glowing reviews from arguably the number 1 commander in the fleet - and yet he is going to be treated like 1st year cadet?
Then he gets relieved from a Commander whom he doesn't trust - and the Commander could have chosen many others for the mission but decides to choose Riker to possibly get himself killed and yet you have some people bitching that he told his commander to ask him from a guy who comes out 1st and tells Riker he basically hates his guts - and yet the expectation is not to be a little prickly toward the Commander that relieved him?
