If that truly were the play for them, I would have to assume they'd be better off making the restructures next year instead of now. Because even though they can create cap room that rolls over if unused, they're also pushing cap cost (and liability) into next year as part of the process to do so.
There's often value in rolling some existing unused cap space forward, but it's not common to restructure contracts a year in advance specifically for the purpose of creating unused rollover.

I still believe this year is a complete tank job by Philly. If Hurts is anything, it's a bonus for them, else, they are here to lose and lose a lot in 2021 and setting up for lots of picks in 2022 looking to start their turn around next year. They had only $3M in cap space in 2022, so they are getting ahead of it. As I have said on other posts, the Giants should beat the crap out of them this year and we should all enjoy it, because it doesn't happen that often.
