It was exactly the same in 2020 as 2019. Bobby Skinner always says they don't take enough shots downfield but it seems like that's not the case, at least compared to 2019. So what was it in 2019 that made the offense look at least somewhat passable?

Bobby has explained many times pushing the ball down the field doesnt mean you always go down field. You stress the defense and it opens the easy underneath throws and runs. Have you seen ONE easy short throw or run in the Clapper's playbook?
Say nothing else ....

He is consistent.

Look it up - I have been saying that for years.

He is one of the most accurate deep passers in the league. Problem??? No time to throw the deep ball.

This. Stretch the D, open up the middle of the field.
That is the thing

when you watch many NFL games, there are plenty of plays where a team finds a receiver in space (usually wide open) and they are able to make a six yard throw into a 20 yard gain. It just happens in almost every game except when the Giants have the ball. I do not study the film enough to know if that is Garrett's fault or JOnes field processing, the OL not giving them enough time, our receivers not getting separation or a combination of those factors, but it is plainly obvious. Watching our team go up and down the field is literally the most tedious thing in my week.
I should add

attempting to go up and down the field
the same thing that made Bridgewaters YPA 7.3 yards last Sunday

Shurmur's offense isn't a downfield aggressive offense. It's west coast quick passing. Lots of routes designed to get separation in the middle of the field.

In 2019 Golden Tate actually led the team in targets and even though his tenure has been memory holed to "disaster", he was actually pretty good (61 ypg, 6 tds). Slayton and Shepard had almost the same amount of targets, and they too were pretty good. Slayton was the deep threat (15 ypc, 8 tds), Shepard mostly worked underneath (10 ypc, 3 tds) and Tate was somewhere in between (13 ypc). Engram, Barkley, and Kaden Smith also each had decent chunks of targets.

in other words they spread the ball around with a balanced attack and got it out quick, albeit not too aggressively downfield. Where have I seen that recently?
Despite Shepard's long TD

he's still doing a jump catch when he doesn't need to and it severely limits his YAC, since he usually falls down after he does it.
