Golladay is banged up so the big receiver that we got a couple of weeks ago gets a shirt for an emergency contingency plan. Like it or not (I don't) Board is the main returner and I'm sure they want to get looks for Toney in the offense so we are dressing a lot of receivers.
Both Cam Brown and Ebner are out and we are facing one of the most dangerous kick returners in the league. For that reason, Brightwell gets the nod over Booker for his special teams prowess. Somewhat ironic as when Booker was hired they mentioned that he could play 3 downs AND play specials - something that they said Gallman couldn't.
I do remember last year in Chicago. We didn't dress Gallman and only dressed 2 running backs. Barkley gets hurt early and we played Dion Lewis every snap on offense ... ugh.
