Why wasn't the helmet to helmet hit on Jones a penalty?
Is the rule you are allowed to hit a runner helmet to helmet once he has the ball and is running?
If so, it seems like the NFL rule committee has some misalignment when the hit by Carter is a roughing the passer because he tangentially hit the head area and a 15 yard penalty but the hit on Jones is fine.

I do think the day is coming when offensive players won't be able to lower their helmets and initiate contact...but we're not there yet.
My question was simply about what the rule is. But, if that hit by Carter on Prescott is illegal and a 15 yard penalty then the game is kind of a mockery anyway.

Leaning to get into the end zone and lowering your helmet to initiate contact are two different things. It's never getting called on the defender ever in that situation. If anything they should be calling it more on offensive players. One year it will be one of those points of emphasis things there they call it on the offense 5,000 times in pre-season.
As a point of reference, look at the Bama A&M game last night. They called a defender for targeting, but reversed it after the offensive player lowered his head to initiate contact. I know it's college, but similar rule.
