My guess (with no inside info) is that McKinney preferred to be on the practice squad so that he could speak to other teams in case he wasn't a good fit with the defense. If he signed to the 53 he would lose all leverage in choosing where he plays if it didn't work out. It's part of why I like the new rules that allow you to elevate practice squad players without signing them to the roster.
