according to the below article, which is behind a paywall. Very convenient for this news to come out right when the CBA is ending, but if true it's pretty awful that they did this without telling anybody.

MLB said they were switching to lighter balls (announced last winter), but someone tested a bunch during the season and found the older balls remained in use along with the new ones.

MLB has been doing this for a long time now. It's a joke. The "steroid era" had as much to do with MLB messing with the balls as it did actual steroids.
