They can field a full roster. They'll have the full 46 tomorrow. They'll just have 51 total instead of 53, so will have 5 inactives instead of the usual 7. Sure, it's embarrassing that they're out of cap space despite having a terrible team, but we've known the team's been tight on cap space all year. The specifics of not promoting two additional guys just to have them inactive is meaningless.

Part of the definition of "clown show" is not being able to field a full roster on game day because of how badly you've mangled the salary cap.
