Before the Giants publicly announce that they're seeking permission from a team about a specific candidate, I'm sure that they find out through back channels whether or not the candidate is interested.
Dodds is a graduate of Texas A&M Kingsville like his father before him and worked for teams in lesser media markets. Perhaps he did not feel comfortable coming to the NY metro area and dealing with that.
