Unlike draft where you have scouts and coaches who have insights, these situations are much more controlled group of people involved. And those involved are working around the clock, so not much time to talk to anyone. I don't recall many leaks in Joe Judge hiring.

Coaching staff. The coaching staff was not involved in this one, and the “leakers” in the administration have retired, moved on, or had their job restructured over the years.

There are PR folks being told to start press releases and website background on the person so they can put that up as soon as they are named.
The leak does not have to come from a decision maker. It can come from lower level staff involved in all of the details.
Things start to leak when you get to the contract stage
Agents, lawyers, expanded universe. I would imagine as it gets closer we will get hints because more people will get an idea of where we are leaning with reference checks, contracts, legal teams etc.
