IMO culture is established when a well executed plan is in place with longevity as it takes all phases to be in sync to work. One and done good seasons isn't a good culture, prolonged success is.
Having said that getting the alchemy right is a challenge, can turn out laughably and embarrasingly bad very often when you try to set the culture of an organization right.

is not going to be a one-year fix. As long as the team seems to be heading in a positive direction, I will be satisfied, even if we end up with another losing season.

I think “culture” can be used as a buzzword, kinda how Judge used it at the end of the year to save his job.
But the term culture can mean accountability and competence throughout an organization. For example, looking at how horribly the Giants have been run throughout the past 10 years, you’d think they would revamp the guts of the organization. But instead it’s really just coaching staff and and GM’s going down as the figureheads.
A big test will be whether or not Schoen is able to start from scratch and build his own scouting department/player personnel.

Paradoxically, a really bad won-loss record in 2022 might be a sign of progress. If you do a true rebuild, you probably need to bottom out. If they cut salary and jettison underperforming players, the cupboard may be mighty bare come summer. I can live with short-term pain for long-term gain.
