I agree and as hitdog said above, it's not Apple's fault that the Giants over drafted him. In typical fashion that we saw, the Giants did not do their due diligence on Apple. They saw the physical gifts, his youth, and coming from a big program as all pluses.
But in the end, Apple was a panic pick. The Giants wanted Conklin or Floyd, but Reese's leaky ship let everyone know it, so they got jumped. They assumed that Tunsil was going to be taken earlier, and when he slipped, that messed up their plans. These teams spend months putting together a draft board. They are never in a "panic." Fans panic. Pros look at their board The guys you most wanted are gone? That's why you have a board. Annoyed you got jumped? Refocus and look at your board.
The problem isn't that the Giants panicked (with Cedric Jones, Eli Apple, David Wilson or any other unpopular pick). The problem is their scouting was bad. They didn't panic; they were calmly bad at their jobs.
