Your link to a verified Twitter account literally says he started the fight 3 days in a row. And that video shows him being the aggressor lol but carry on…

Talk about bad luck. Somehow this kid has gotten into scuffles in college, then at the Senior Bowl practices, now in training camp, and the other guy(s) are always the one causing it. And the worst part is that even though it's the other guys' fault, Penning is the one who somehow got the reputation for it.
