I’m going under the assumption the ref didn’t have a good view. TT turned sideways just prior to the hit so it could’ve looked like initial contact was with his shoulder.
The commentators were certainly no help initially implying that that was a legal hit since he was a runner

This is not true. If Tyrod doesn't lower his head a little, the defender's helmet doesn't go into his helmet. If they called a helmet to helmet everytime a runner lowered his shoulder a little bit they'd call a penalty on every play.
The only time you really see a helmet to helmet called is on defenseless players (sliding qb, WR over middle) or QB in pocket. Anytime a player has the ball and lowers their head at all to try and gain more yards they aren't calling that helmet to helmet contact.
Leading with helmet to tackle is absolutely a foul
