Add Tony Jefferson to that list. He was S4, and probably on his way to S3.

The safety moves are even more costly because elevating Burgess means they can't elevate Kindley. So it appears that only seven OL will dress. That's dangerous in itself and costs the Giants the chance to dress a 48th player. (I think the seventh and eighth OL can both be elevations, but maybe there's something in the fine print that prevents it.)
