Seems like his life is a bit of a mess, he's not the most glamorous actor/comedian by a longshot, yet he's constantly dating absolute smokeshows, with crazy relationship problems being the result.
You can certainly find random home grown youtubers that are way funnier which says a lot.

I don't find him funny most of the time but humor is subjective and many do. Being funny helps a lot with women. His humor can be very self depreciating. For instance, Ariana Grande says he is supersized (word of mouth of that will help) but he says she said it so every women after her he is with is disappointed. He's also wealthy, damaged but owns it, famous and says he treats women he is with like princesses.

I never saw him before watching some of him and Miley Cyrus hosting New Years Eve last year. It was fun, light-hearted, seemed genuine. I can see the appeal.

I think I've seen every bit of Norm content out there. My favorite comedian by far. He didn't care if the audience thought a joke was funny, if he thought it was funny he would go ahead with it. He was described as a high end chef serving food according to his ideals.
One of my favorite bits was his standup at the start of covid where he says well at least now we know how we're going to die. I used that line when facing my own mortality recently.
IMHO, when you have enough status and you can speak "woman" at least to an intermediate level, you can date women of that caliber.
Guys fixate too much on the tangible stuff (money, cars, power, clothes, looks) and less on the intangible stuff (status, masculinity, character, flirting ability).
Speaking woman/flirting is the ultimate skillset to have if you can only have one.
He would've done ok with chicks without the fame, and now with the fame, has the access and comfort to be himself and unintimidated by these women.
There's an Italian playboy Flavio Briatore who had/has an incredible run with women, even more than Pete. People would say it was because of the wealth, but the counter to that was that there were richer, younger guys who couldn't get within the same zip code as him.
The tangibles buy you access, maybe even short term success, but true desire from a woman cannot be rationalized or negotiated.
