There are legit penalties on every damn play. 7 to 0 is a joke. And the one defensive PI today early in the game when Olsen and Burkhardt were going right along with it was comical.

And yes, I think money is an issue and the owners don’t want to poney up more than what they are now. It’s ridiculous considering the league practically prints money.
