That's the non-exclusive franchise tag, not the exclusive rights franchise tag.

It's kind of what Wink was doing anyway, using 3 safeties and or safeties as LBS near the line of scrimmage or to cover TEs.

That shows the GM's know how important that position is compared to the casual fan that always wants a WR / CB because it's a "Passing league now" as if to say linebackers have now impact on the passing game. We have to draft a Linebacker if Drew Sanders is on the board and we pass him up to take a "Diva WR or Corner" I will put my remote through the wall.

It's a perfect example of supply consistently outpacing demand.
I think a strong case can be made that having a great FG kicker is more important than a RB.
Because they're all "OL" for the purposes of the tag value.
