but the Eagles have cap challenges that are obviously preventing them from keeping him.

So, wisely they are letting him go, and should try to find other solutions.

Really? Underutilized? He had 259 rushes, which was five times more than any other Eagle RB (not including Hurts). Had 11 TD's, which was 4 times any other RB (again, not including Hurts). Also rushed for 1269 yards, good for 5th in the league. Boston scott had 3 TD's, which probably would have gone to Sanders, but sadly as we all know, Scott did nothing but score TD's against our favorite team....

When Penny has been healthy and gotten touches he has been pretty damn effective.

I dont think Eagles lost much on this move

I don't know about this either. The problem with Penny is durability, so yes--assuming the trend continues that is a downgrade. If they can get a full season of Penny with that OL--Penny might lead the NFL in rushing yards. Although Penny is not a great receiver (kenny gainwell is though).
