Is more a cover S than a hard hitting tackling S, and they needed opposite, signing Love makes sense, and releasing Neal may have made sense.
Just guessing since I know nothing of Neal.

if they are dumping him but he signed as a UDFA in philly so id imagine brandon brown is familiar with him (even though he got cut really quick).
