If Manning is not available and assuming it has to actually be a 1st round pick, there is no clear 4th. In terms of quality of player it is OBJ. In terms of contribution I would take JPP, but expect him to be soon supplanted by Dex or AT.
If the list is the first player the giants picked in the draft then I would probably add JPP over Van Pelt. BVP was my favorite player when I was a kid (I was pissed when we picked Banks) but JPP had a huge impact on us winning a SB and that counts for a lot.
