As far as QB3 in the draft I think the Round 4-5 run caused the Giants to prefer to wait until UDFA/Tryout to bring in players rather than drafting one that wasn't demonstrably better than what was available then.
to be fun, they should treat the 3rd QB like the NHL treats the EBUG (Emergency Backup Goalie) - the home team has to supply it for both teams.
There is a list of eligible goalies, they need to be at the game with their gear, and in the event they're needed (for either team) they get called on to play.
it has happened a few times in recent history, including a couple years ago where the 42 year old Zamboni driver at Scotiabank Arena (Toronto) was the EBUG and the visiting Hurricanes had two goalie injuries in the game and needed an emergency backup, so the EBUG, David Ayres, came in and beat the Maple Leafs.
No PS elevation allowed. So you'd have to commit to it by keeping a roster spot.
keeping a guy who will dress every game no matter what and can be called upon for injury on the most important position of the field, i think thts way more worthy than carrying a 9th OL or 12th DB. I think this will make more teams carry 3 QBs on the roster knowing theres insurance every single game.

If I read that correctly, the emergency QB is either...
...the 49th player in uniform if the team dresses at least eight offensive linemen, or the 48th otherwise. He's officially inactive, but can be activated mid-game if both active QBs are injured. Interesting that he must exit if the medical staff clears one of the other two QBs to re-enter the game.

IIRC, the previous limit was 46/47, with the 47th allowed as long as the team dressed at least eight offensive linemen. Unless there has been another change for 2023, the reference to "47- or 48-players" might be an error.

Being on the practice squad, the player can still be poached by another team. Some teams will carry 3 QBs on the roster so that can’t happen.
